Edited to add: I guessed Santa Monica in the original caption only because the source material said that’s where the plane was test flown.  Upon further review, that certainly could be the Chrysler building in the middle of the picture, although the color of the tower looks off to me (although I can’t say that I know what it looked like in 1939). 
Anyway, enjoy this picture of some old plane flying over some old city.
